I want to comment as follows:
In a company as Boeing the development staff knows how to proceed to create a reliable aircraft.
If traditional development rules are suspended then this needs compellingly respective directives from above.
All members of the middle management are smart enough only to act against the rules of responsible engineering it they got the o.k. of their responsible superior.
This chain of reassurances necessarily cannot end earlier than with the CEO!
I await with interest the judicial follow-up of the case!
