Assad has three reasons to enter into these negotiations:
1) they should lead Syria back into the international community
2) further they should allow that financial support for reconstruction from the western world can and will flow
3) and last they shall give hope for the European states that, in the foreseeable future, they can send Syrian refugees back to their home country;
this point is, of course, connected with point (2)
