There seems to be a trend toward constantly unsettling people and stripping them of any sense of reliability through ongoing disruptions—thereby plunging them into a state of hybrid threat. Since war would have devastating consequences today, this is an effective method for putting people—who desire nothing more than peace—into a state of permanent shock. Populists take advantage of this. Once you recognize this as a tactic, it becomes easier to deaI with.
